Position: Chief Talent Officer
Reports to: Deputy Superintendent
Employment Status: Regular/Full-time
FLSA Status: Exempt
Salary: Compensation based on experience



Description: The Chief Talent Officer is the chief human resources officer and serves as an advocate regarding benefits, policies, and practices that have a positive impact on employees. Acts as an advisor and strategically plans a comprehensive human resources office including talent acquisition, retention and employee services.

Qualifications:

  • Master's Degree from an accredited college or university
  • At least five years of proven leadership in human resources or related experience
  • Appropriate state of Ohio certification/license
  • Knowledge, skills, and abilities and engage with those of other cultures or backgrounds is required; experience is preferred
  • Such alternatives to the above qualifications as the Superintendent and/or Board of Education may find appropriate

Essential Functions:

  • Administers and innovates human resource programs and policies to support the district's goals and positively engage employees at all levels
  • Coordinate and create functional strategies for onboarding, supporting and evaluating all personnel
  • Monitors and reviews a variety of personnel processes (e.g. certificated and classified posting process, interview schedules, substitute placement, certified and classified placements, personnel transfers, new employee orientation, departmental procedures, position control, unemployment claims, etc. ) for the purpose of ensuring efficient processing of applicants and employees in addressing position requirements and complying with licensing, legal and/or administrative requirements
  • Direct the development, management, and evaluation of staff in the District
  • Develops a comprehensive yearly staffing plan and budget in collaboration with the District administrative team
  • Coordinate Administrator, Certified Staff, Classified Staff, NonUnion onboarding that reflects the VBO's, Mission, and Vision of the District
  • Coordinates and participates in all employee discipline to ensure consistency and compliance with all collective bargaining agreements
  • Coordinates the processing of Family Medical Leave Act requests in collaboration with the Treasurer's office
  • Coordinates the processing of all workers compensation and unemployment claims
  • Serves as key member of the negotiating team during the collective bargaining process
  • Coordinates the processing of all grievances in compliance with collective bargaining agreements
  • Coordinates with other administrators, helps facilitate and oversees all employee discipline to ensure consistency and compliance with collective bargaining agreement and Board policy
  • Assist principals and district administrators in evaluating the effectiveness of personnel and developing growth-oriented support systems to ensure high levels of performance
  • Responsible for effectively coordinating a collaborative process between administration and employees which develops working conditions and compensations that maintains an efficient and effective
  • Participates in bargaining processes for the purpose of district negotiation of labor agreements
  • Consults with administrators on a wide variety of sensitive personnel issues (e.g. hiring, promotions, transfers, medical issues, return to work, etc.) for the purpose of assisting in effective decision making and enforcing all relevant policies, procedures and regulations.
  • Coordinate the investigation of grievances and/or complaints from employees, parents, or other staff for the purpose of reaching resolutions that provide a healthy work environment
  • Intentionally participates in meetings, workshops, job fairs and seminars for the purpose of recruiting and supporting a more diverse staff
  • Prepares a wide variety of complex written materials (e.g. plans, budgets, funding requests, investigative reports, analyses, recommendations, procedures, etc.) for the purpose of documenting activities and issues, meeting compliance requirements and other required state and federal reporting requirements
  • Supervises and ensures the accuracy of manual and electronic Human Resources documents, files and records (e.g. background information, personnel files, vacancy listings, applicant tracking, substitute acquisition system; HR website, etc.)
  • Coordinate annual review of all Board Policies for applicability and effectiveness by working in conjunction with NEOLA and other legal entities
  • Assist the Superintendent in making contractual decisions related to the assignment, transfer, and reappointment of principals and other appropriate staff members
  • Assist the Superintendent in the evaluation of various administrators and coordinate the operation and administration of the staff evaluation program for teachers and other building professional support staff members

  • Frequently move around workspace and travel throughout school building
