Description


The purpose of this classification is to supervise operations and activities of the Building Risk Management Division of the Americus Fire and Emergency Services, including arson investigations, plan reviews, building inspections, and fire safety inspections.

Examples of Duties

Supervises, directs, and evaluates assigned staff, processing employee concerns and problems, directing work, counseling, disciplining and completing employee performance appraisals; coordinates division training activities.

Coordinates daily work activities; organizes, prioritizes, and assigns work; monitors status of work in progress and inspects completed work; consults with assigned staff, assists with complex/problem situations, and provides technical expertise.

Ensures department compliance with all applicable codes, laws, rules, regulations, standards, policies and procedures; ensures adherence to established safety procedures; monitors work environment and use of safety equipment to ensure safety of employees and other individuals; initiates any actions necessary to correct deviations or violations.

Consults with Fire Chief, to review department operations/activities, review/resolve problems, receive advice/direction, and provide recommendations.

Coordinates investigations, inspections, and other work activities with those of other divisions, departments, contractors, outside agencies, or others as needed.

Oversees operations and activities of the Building Risk Management Division, including arson investigations, plan reviews, building inspections, and fire safety inspections for the City.

Assists in developing plans and assignments for training, fire fighting, hazardous material situations, and other emergency situations; assists in developing fire prevention policies and codes. Assists with Zoning and Variance issues in absence of Building Official.

Interprets and enforces the provisions of applicable federal, state, and local codes, laws, rules, regulations, specifications, standards, policies and procedures; initiates any actions necessary to correct deviations or violations.

Investigates complaints concerning fire code violations; issues warnings or citations for violations.

Supervises and conducts investigations for arson, explosions, and fire cause for the City and the County; supervises fire

investigation scenes; coordinates arson investigations with other agencies; examines site, gathers information, preserves evidence, and interviews witnesses; documents investigations with written reports, drawings, and photographs; assists with arson arrests; maintains records of all fire investigations.

Supervises Building Risk Management Division activities; coordinates construction plan review and building inspection activities; writes permits and calculates permit fees; coordinates hydrant spacing and location; oversees fuel tank installation and removal; provides budgetary input relating to Building Risk Management Division expenditures.

Reviews new building construction plans, site plans, and renovation plans; identifies any necessary changes to plans; coordinates needed changes with architect; meets with contractors or construction foreman regarding any discrepancies.

Conducts building inspections; inspects construction sites during various stages of construction; inspects footing, plumbing, electrical, and other construction aspects; inspects fire sprinklers and alarms; calculates occupancy loads and water flows for building requirements; conducts inspections for new business occupancy; issues certificates of occupancy for new businesses.

Conducts classes on arson/fire investigation, building construction, and building inspections.

Responds to major fires, explosions, and other emergency calls as needed; assists in fighting fires as needed; participates in search, rescue, extrication of victims, vehicle stabilization, and forcible entries; administers basic trauma and life support to sick/injured persons.

Prepares or completes various forms, reports, correspondence, activity reports, arson reports, investigation reports, inspection reports, building plan reviews, certificates of occupancy, pre-fire plans, citations, budget documents, performance evaluations, maintenance records, or other documents.

Receives various forms, reports, correspondence, blueprints, construction plans, sprinkler system plans, alarm system plans, permits, certificates of occupancy, code changes, maintenance records, pre-fire plans, maps, rules, regulations, policies, procedures, manuals, publications, reference materials, or other documentation; reviews, completes, processes, forwards or retains as appropriate.

Maintains records of department reports and activities; maintains current manuals, code books, policies and procedures, bulletins, or map books for reference and/or review.

Operates a computer to enter, retrieve, review or modify data; utilizes word processing, spreadsheet, database, or other software programs.

Operates or utilizes various emergency, medical, and standard equipment, tools and supplies, which may include a motor vehicle, fire apparatus, pumps, generator, air compressor, hose, hydrant, ladder, extinguisher, self-contained breathing apparatus, extrication tools, hydraulic tools, chain saw, cutting torch, mechanic tools, reciprocating saw, axe, gas detector, smoke ejector, ventilation fan, defibrillator, medical/first aid supplies, arson investigation equipment, measuring devices, radio communications equipment, audio/visual equipment, or general office equipment.

Monitors inventory levels of departmental equipment and supplies; initiates orders for new or replacement materials; monitors equipment operations to maintain efficiency and safety; reports faulty equipment for necessary maintenance work.

Responds to complaints and questions related to department operations; provides information, researches problems, and initiates problem resolution.

Communicates with supervisors, employees, other departments, City and County officials, fire officials, builders, developers, contractors, architects, engineers, law enforcement officials, medical personnel, property owners/occupants, victims, schools, civic organizations, the public, the media, outside agencies, and other individuals as needed to coordinate work activities, review status of work, exchange information, resolve problems, or give/receive advice/direction.

Communicates via telephone and/or two-way radio; communicates effectively and coherently over radio channels while initiating and responding to radio communications; provides information and assistance; takes and relays messages; responds to requests for service or assistance.

Creates/maintains positive public relations with the general public; promotes fire safety for the City; provides information and education to the public regarding fire safety, fire prevention, and fire fighting.

Attends meetings; serves on committees as needed; makes speeches or presentations throughout the State.
Maintains a comprehensive, current knowledge and awareness of applicable laws, regulations, policies and procedures; maintains an awareness of new equipment, methods, procedures, and advances in the profession; reads professional literature; maintains professional affiliations; attends workshops and seminars as appropriate.

Typical Qualifications


Associates degree in fire fighting, fire inspection, arson investigation, and building construction, or related field; supplemented by at least five years previous experience and/or training that includes fire suppression, fire inspection, arson investigation, hazardous materials, building construction, and building inspection; or any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this job. Must possess and maintain valid P.O.S.T. Basic & Advanced Arson Investigations certification. Must possess and maintain valid P.O.S.T. Certified Arson Investigator certification. Must possess and maintain valid Fire Inspector I certification. Must possess and maintain valid Georgia Fire Fighter I certification. Must possess and maintain valid Hazardous Materials Technician certification. Must possess and maintain valid Building Construction certification. Must possess and maintain a valid Georgia driver's license.
