Position Overview This position is responsible for performing technical work in appraising residential, commercial, and industrial real property for tax assessment purposes.

Duties and Responsibilities - Creates and maintains records of real property, and values real property, for the purpose of taxation.
- Provides information and assistance related to appraisal and value to the public and other county departments.
- Uses independent judgment and innovative thinking to apply departmental procedures and policies while in the field.
- Files and maintains building permits for ad valorem tax purposes.
- Performs physical inspections to collect specific information in order to determine value of new or existing structures within the county.
- Performs inspections on new or existing structures to determine the condition, construction quality, functional designs, and other attributes that affect or determine value.
- Interacts and/or interviews property owners, contractors, builders, realtors, appraisers and other persons to establish the validity of information collected.
- Converts measurements and other data collected into sketches, diagrams, and drawings that represent new or existing structures.
- Uses building permits, maps, surveys, and deeds to determine specific information about buildings and land that may influence valuation amounts.
Education and Experience High school diploma or equivalent. Experience in real property appraisal is preferred, but not required. Possession of a valid, State of North Carolina driver's license to operate a motor vehicle. Requirement exists at the time of hire and as a condition of continued employment. Must complete required training as prescribed in the Machinery Act of North Carolina to include Property Tax Listing and Assessing, and Fundamentals of Real Property Appraisal within twenty-four 24 months of employment. Employees in this position must complete continuing education credit hours as required.
Knowledge, Skills and Abilities - Knowledge of County and departmental policies and procedures.
- Knowledge of computers and job-related software programs.
- Knowledge of state and county rules and regulations regarding property valuation and collecting and recording data.
- Knowledge of procedures used to determine valuations of property.
- Knowledge of techniques used in determining fair market value.
- Knowledge of geography and location of properties within the county.
- Knowledge of modern office practices and procedures, including proficiency in computer technology and related software applications.
- Skill in collecting and recording data and maintaining accurate records.
- Skill in performing mathematical calculations.
- Skill in reading and interpreting maps, deed information, and costing manuals.
- Skill in prioritizing and organizing work.
- Skill in oral and written communication.
- Ability to operate a motor vehicle.
- Ability to deal tactfully and courteously with the public in explaining tax laws and policies.
- Ability to analyze factors which tend to influence the values of property and to exercise judgement in the determination of property values.
- Ability to work independently and in a group setting.
- Ability to write clear and concise reports.
- Ability to initiate both oral and written communications effectively.
- Ability to establish and maintain effective relationships with general public, county officials, and other employees.
- Ability to attend and complete required educational courses.
- Ability to effectively communicate and interact with management, employees, members of the general public and other groups involved in the activities of the County as they relate to the department.
