Department Overview

In Customer Enterprise & Solutions (C&ES), we are focused on delivering the desired customer experience for each of our customers. Everything we do starts with the customer and our information about the customer. PG&E’s Customer Programs team is responsible for designing, implementing and administering customer demand side management programs, including energy efficiency, rate programs and customer tools that help PG&E customers in Northern and Central California manage the energy use of their homes and businesses. PG&E has been a national leader in energy efficiency since 1976 and continues to recruit and develop individuals to carry the company’s legacy of effective energy efficiency, rates programs and customer tools on into the future.

The Income Qualified Programs and Disadvantaged Communities (IQP) department within Customer Experience manages a suite of programs intended to benefit income-qualified households and disadvantaged communities (DACs) across PG&E’s service territory.

 

Position Summary

The IQP Strategy and Policy team is seeking a Senior Regulatory Policy Analyst. The successful candidate will lead the reporting coordination for the IOP’s monthly and annual report on program progress for the CARE, FERA and ESA program. In addition, the candidate will be responsible for interpreting policy directives and providing guidance to the other functional teams within IQP. This position will also be responsible for composing advice letters, responding to data requests, drafting comments for all income-qualified programs and presentations to stakeholders, and ensuring IQP compliance requirements are met. The position will support the project management for the IQP’s Application for future program funding for program years 2027-2031. This role supports day-to-day program operations and works jointly with the other California utilities and industry stakeholders on policy and regulatory efforts. 

This role requires a comprehensive understanding of the state regulatory processes and preferably some knowledge of the IQP programs. The person in this role must possess strong written and verbal communication and be an agile learner.

 

This position is hybrid, working from your remote office and the Oakland General Office(OGO) based on business needs.

 

PG&E is providing the salary range that the company in good faith believes it might pay for this position at the time of the job posting. This compensation range is specific to the locality of the job. The actual salary paid to an individual will be based on multiple factors, including, but not limited to, specific skills, education, licenses or certifications, experience, market value, geographic location, and internal equity.

 

A reasonable salary range is:

Bay Area Minimum: $98,000

Bay Area Maximum: $146,000

 

 

 

 

Responsibilities

  • Coordinate reporting for the monthly and annual CARE, FERA and ESA program reports to the CPUC.
  • Support project management and other tasks related to the IQP Application development.
  • Monitor crossover regulatory and policy issues for the IQP organization.
  • Assist in defining project strategy by providing the policy and regulatory perspective.
  • Respond to data requests and draft reply comments to regulatory publications and directives, prepare testimony for open proceedings.
  • Work jointly with other key contacts at the other California utilities and industry stakeholders on policy and regulatory efforts.
  • Analyze internal and external Proposals, develop policy positions, and provide policy interpretations.
  • Interact with and develop strong working relationships with key contacts at the CPUC/Energy Division and other IOUs and external stakeholders.
  • Apply project management theories, concepts, methods, best practices, and techniques as needed to perform at the job level.
  • Develop and deliver multi-mode communications that convey a clear understanding of the unique needs of different audiences.
  • Plan and prioritize work to meet commitments.
  • Make sense of complex, high quantity, and sometimes contradictory information to effectively solve problems.

 

 

Qualifications

Minimum:

  • Bachelor’s degree in business, finance, accounting or related discipline or equivalent experience
  • Six (6) years of job-related experience

 

 

Desired:

  • Proficiency in Excel, Word, PowerPoint
  • Demonstrated ability to resolve issues of a complex nature
  • Effective at negotiating and able to communicate comfortably at all levels internally and externally with third parties
  • Ability to analyze, understand and communicate information accurately
  • Strong written and verbal communications skills with ability to address issues, educate, influence and present complex information with ease and clarity to management
  • Utility industry or regulatory experience
  • Familiarity with energy efficiency and low-income programs
  • Outstanding analytical skills to develop insights and recommendations to shape program strategy
  • Demonstrated ability to examine a program from different perspectives without losing sight of the big picture
  • Demonstrated ability to present findings, make recommendations and influence decisions while working with staff supporting various functions
  • Strong public speaking skills, which are an asset to this role
