GENERAL DESCRIPTION:


Purchaser II

Perform routine (journey-level) purchasing and procurement work in a public purchasing office. Work involves researching, evaluating, and purchasing commodities, equipment, and services in accordance with guidelines, rules, policies, and laws. Work under moderate supervision, with limited latitude for the use of initiative and independent judgment.

Purchaser III

Performs complex (journey-level) purchasing and procurement work for the agency. Work involves processing purchases and delivery of various types of commodities and services, including unusual and complex goods and services for agency facilities statewide; and preparing and/or reviewing technical specifications and complex procurement documents. May train others. Works under general supervision with moderate latitude for the use of initiative and independent judgment.

Purchaser IV

Performs highly complex (senior-level) purchasing and procurement work for the agency. Work involves processing purchases and delivery of various types of commodities and services, including unusual and complex goods and services for agency facilities statewide; and preparing and/or reviewing technical specifications and complex procurement documents for a variety of goods and services. Trains others. Works under limited supervision, with considerable latitude for the use of initiative and independent judgement.

Purchaser V

Performs advanced (senior-level) purchasing and procurement work for the agency. Work involves planning, organizing, coordinating, and preparing specification for purchasing various commodities and services, developing procurement documents for various types of commodities and services, including unusual and complex goods and services for agency facilities statewide. May plan, assign, and oversee the work of others. Works under minimal supervision, with considerable latitude for the use of initiative and independent judgment.

ESSENTIAL DUTIES / RESPONSIBILITIES:

Purchaser II

1. Attends staff training regarding purchasing, procurement practices, and policies.

2. Attends procurement-related meetings such as kick-off and pre-proposal meetings, and post-award conferences.

3. Assists with resolution of disputes and protests.

4. Can convey basic knowledge of procurement to internal and external stakeholders regarding contract administration, policies, and procedures.

5. Beginner to moderate experience with term, TXMAS, and DIR contract purchases. Moderate experience with informal bids. Minimal experience with IFB solicitations.


6. Routes contracts for review and signature.

7. Reviews supporting documentation for emergency, disaster declaration, proprietary, or grant purchases to ensure compliance.

8. Monitors legal and regulatory requirements pertaining to purchasing and contracting.

9. Prepares and reviews solicitations and awards to verify accuracy, terminology, and specifications.

10. Coordinates with Division on existing contract actions for renewals, amendments, extensions, and/or new solicitations.

11. Maintains and displays timeliness and professionalism in completed work as well as written and verbal communication.

12. Manages workload effectively and processes assignments within established SLAs or Acquisition Schedules.

13. Conducts needs assessments to determine requirements for the purchase of goods or services.

14. May collaborate with others.

15. Attends work regularly and observe approved work hours in accordance with agency leave and attendance policies.

16. Performs other duties as assigned.

Purchaser III

1. Participates in coordination, development, and execution of staffing regarding purchasing, procurement practices, and policies.

2. Coordinates procurement-related meetings such as kick-off and pre-proposal meetings, and post-award conferences.

3. Assists with dispute resolutions and protests.


4. Conveys moderate knowledge of procurement to internal and external stakeholders regarding contract administration, policies, and procedures.

5. Expert experience with IFB solicitations. Advanced experience with SPD & POD delegation process, DIR exemptions, and 1122 purchases. Moderate experience with RFO & RFP solicitations.

6. Participates in developing and negotiating contracts.

7. Assists with research and development of supporting documentation for emergency, disaster declaration, proprietary, or grant purchases to ensure compliance.

8. Monitors legal and regulatory requirements pertaining to purchasing and contracting.

9. Prepares and reviews solicitations and awards to verify accuracy, terminology, and specifications.

10. Coordinates with Division on existing contract actions for renewals, amendments, extensions, and/or new solicitations.

11. Manages workload effectively and processes assignments within established SLAs or Acquisition Schedules.

12. Conducts needs assessments to determine requirements for the purchase of goods or services.

13. May provide guidance to others.

14. Attends work regularly and observe approved work hours in accordance with agency leave and attendance policies.

15. Performs other duties as assigned.

Purchaser IV

Qualifications:

GENERAL QUALIFICATIONS and REQUIREMENTS:

Education -


Purchaser II - V

Graduation from a standard senior high school or the equivalent. Graduation from an accredited four (4) year college or university with major course work in Business Administration, Public Administration, Finance, Accounting, or a related field is preferred.

Experience -

Purchaser II

Minimum (1) year of experience in purchasing or contract development work is preferred. State purchasing experience preferred.


Purchaser III

Minimum of three (3) years of experience in purchasing or contract development work. State purchasing experience preferred.

Purchaser IV

Minimum of Five (5) years of experience in purchasing or contract development work. State purchasing experience preferred.

Purchaser V

Minimum seven (7) years of full-time purchasing, contracting or contract management. Three (3) years of direct Texas State purchasing or contracting experience preferred. Experience administering high dollar and highly complex purchases and facilitating procurement activities utilizing the Texas Request for Proposals (RFPs) and Request for Offers (RFOs) are preferred. Information technology contracting experience is preferred.


Substitution Note: Additional work experience of the type described or other related education may be substituted for one another on a year-for-year basis.

Licensure and/or Certification - If driving is required, must possess a valid driver's license from the state of residence. Must possess or be able to attain certification as a Certified Texas Contract Developer (CTCD) within eleven (11) months from the date of employment and must maintain valid certification for continued employment in this position.

Regulatory Knowledge - Working knowledge of, or the ability to rapidly assimilate information related to TXDPS, State and Federal regulations, legislation, guidelines, policies, and procedures. Knowledge of procurement regulations, policies and procedures, and community resources. Knowledge of and skill in interpreting and applying state and federal laws and regulations.

Technology (computers/hardware/software/operating systems) - Demonstrated proficiency with Microsoft Office Suite (Word, Excel, PowerPoint, and Outlook), and appropriate levels of proficiency with utilized software and systems (e.g. CAPPS, SharePoint) and be able to learn new software/systems.

Confidentiality and Protected Information - Must demonstrate an ability to responsibly handle sensitive and confidential information and situations and adhere to applicable laws/statutes/policies related to access, maintenance, and dissemination of information.

Safety - Must be able to always work in safe manner, avoiding shortcuts that have potential adverse results/risks, and must be able to comply with safety standards and best practices.

Travel and/or Schedule - Ability to travel overnight, in-state up to 5%. Availability for after-hour and weekend work is required. This position may have the ability to telecommute based on the needs of the division/agency.

State of Texas Benefits and Retirement Information:

Current DPS employees who submit applications for posted DPS positions shall notify their immediate supervisor in writing.

A DPS employee who is selected for a position in the same salary group and state title as their current position will be transferred with no salary change.

A DPS employee who is selected for a position in their current salary group with a new state title may receive an increase of no more than 3.4% over their current salary regardless of posted salary.

Salary is contingent upon qualifications and is subject to salary administration and budgetary restrictions.
